The Mind Control ability is defined as anyone who can manipulate other people with "?"'s (or in LEGO Batman 3: Beyond Gotham, a dizzy LEGO head, and in LEGO The Incredibles, a spiral shape) over their heads telepathically. They can be used to cause an instance in the player's area by pulling a switch or something in a sealed-off area.
